BIM level compliance – what this mean to you now and in moving forward…


Building Information Modeling – BIM

BIM levels are an accepted measure of BIM enablement.

A graded scale of 0 – 3 inclusive…

…with recently understood new terms of 4d ( time ), 5d ( cost management ) and 6d ( FM – facilities management )


Level 2 compliance is at the forefront of discussions as the government has placed a deadline of 2016 for this minimum compliance level for all public sector work.

This has a knock on effect across sectors and the supply chain will begin to ‘feel the bite’ of this deadline well in advance as due diligence checks will be required across all team members in advance of the 2016 deadline.

BIM Compliance levels 1-6 inclusive…

level 0 BIM

You are not working collaboratively.

Your business knowledge and project delivery is suffering from a ‘silo mentality’.

Your delivery techniques utilise 2d drafting.

level 1 BIM

No real collaboration between disciplines.

You may use 3d information and modeling within a 2d deliverable workflow.

CAD standards are managed to say BS 1192:2007, and electronic sharing of data is carried out from a common data environment (CDE)

level 2 BIM

This is all about collaborative working.

All teams and stakeholders use and access their own project based 3D CAD models.

The team is not necessarily working on a single, shared model.

The collaboration comes in the form of how the information is exchanged between different parties – and is the crucial aspect of this level.

Design information is shared through a common file format, which enables any organisation to be able to combine that data with their own in order to make a federated BIM model, and to carry out interrogative checks on it.

Relevant KPI’s for instance might include collision records and resolution.

Hence any CAD software that each party used must be capable of exporting to one of the common file formats such as IFC (Industry Foundation Class) or COBie (Construction Operations Building Information Exchange).

This is the method of working that has been set as a minimum target by the UK government for all work on public-sector work, by 2016.

Level 3 BIM

Full collaboration between all parties and stakeholders.

Single database access and shared dynamic information.

Also known as ‘open BIM’.

The nature of this collaboration will also influence how projects are being procured.

In contractual terms this leads us towards shared risk and partnering solutions such as management boards.

In reality traditional contracting is currently being replaced with these shared risk procurement solutions within fast track delivery programmes as project risk requires to be weighted and controlled.


The introduction of time within the implementation and delivery process of the collaborative project approach.
